Help with my costume????

I'd say hit up stores like Savers, Goodwill and thrift stores they may have a cool vintage looking black dress or just old prom and homecoming dresses for very cheap. As for the popping out go to a lingerie store and get tape. It's double sided tape to keep your dress from falling down or your from popping out.
