An MCB trips and will not reset. It started when plumbers took out the floor boards. Whats the fault?

Its for my 2330 303 exam. The fault is on a ring main with a bank of 5 sockets. I tested insulation resistance and got lower than 1 mega ohm on the neutral conductor. I cant remember if is an open circuit or short circuit or something else. Please Help.
