How can i get an NCD proof ?

You will need proof from your last insurance company in Romania, if you cannot provide it then you cannot claim NCD on your policy in the UK, however even if you had proof of NCD from Romania, you may not be able to use it here anyhow as the UK and romania are two different countries with different driving conditions.
